Understanding the quality framework
Seven Quality Areas benefit your child’s growth and well-being.
As part of our commitment to providing the highest quality care and education for every child, our approach is guided by seven key Quality Areas outlined in the National Quality Framework (NQF).

Quality Area 1: Educational Program and Practice.
Educational Program and Practice.
Planning and implementing play-based, age-appropriate experiences, that reflect children’s interests, strengths and cultural backgrounds, ensures meaningful and tailored support for each child’s learning and development. We offer a diverse range of experiences — including excursions, arts, sports, community projects and quiet activities — to create a well-rounded program that encourages creativity, problem-solving and the development of social skills.
Our programs are guided by the ‘My Time, Our Place’ (MTOP V2.0) framework, which aims to foster connected, confident, and involved learners, with educators observing and assessing your child’s progress to inform and adapt future activities.
We encourage families to share their insights, cultural traditions, and preferences to help us enrich and tailor our program to better reflect the community we serve.

Quality Area 2: Children’s Health and Safety.
Children’s Health and Safety.
Providing a safe, healthy environment — where children are protected from harm and supported to develop healthy habits — involves implementing strategies to minimise risks, manage medical needs and promote overall health and wellbeing. We have comprehensive approaches to:
- regular safety and functionality checks and maintenance of indoor and outdoor environments
- training educators in first aid, medication administration and emergency procedures
- strict hygiene practices, including handwashing, sanitising and food safety protocols, to help prevent illness and infections
- working closely with families to manage any health needs your child may have, ensuring their individual requirements are met
- actively promoting sun safety, proper food handling and infection control measures to protect your child’s health.

Quality Area 3: Physical Environment.
Physical Environment.
Engaging, adaptable spaces are conducive to children’s development. That’s why we create safe, stimulating, inclusive physical environments that encourage exploration, play and learning.
Indoor and outdoor spaces are thoughtfully designed to be engaging, flexible and appropriate for different ages and abilities, promoting your child’s independence through opportunities to make choices and explore safely. Spaces can be adapted to support a variety of activities, including quiet reading, arts, crafts and active, energetic play. Resources are accessible and inclusive, supporting children with additional needs. Materials reflect cultural diversity and are designed to challenge children’s thinking, creativity and problem-solving skills, while natural elements enrich their experiences and provide a calming atmosphere.

Responsive, qualified educators enhance children’s learning and development, as they are best prepared to deliver high-quality education and care. Trained in early childhood development, safeguarding, first aid and other relevant areas, our educators:
- Maintain appropriate staff-to-child ratios to ensure each child receives support tailored to their developmental needs
- Undergo professional development to stay updated on current best practices, policies, and research
- Work in dedicated, skilled teams that creates nurturing, consistent, engaging environments where your child feels safe and valued
- Pass through rigorous recruitment procedures
- Meet legislative requirements and are matched to the specific needs of children attending the service.
Our collaborative team environment encourages shared responsibility and continuous improvement to deliver the best outcomes for children.

Quality Area 5: Relationships with Children.
Relationships with Children.
Strong relationships are essential for children’s emotional security, sense of belonging and development. When educators develop respectful, trusting and caring relationships, children feel safe, valued and confident to explore and learn, play and develop.
Children are encouraged to express their feelings and ideas, which promotes a healthy self-image and communication skills. Educators respond sensitively to each child’s needs, interests and cues to foster trust and security, with respectful interactions supporting social and emotional development, and teaching children about trust, empathy and cooperation. Through positive reinforcement we help children develop social skills, resilience, confidence and emotional intelligence.

Quality Area 6: Connection with families and communities.
Connection with families and communities.
We are the connector between home, school and OSHC — building respectful, trusting, collaborative relationships with families and the wider community. We know that when these connections are strong, children thrive. Open communication and shared decision-making help us understand each child’s entire world, so we can support their learning, development and wellbeing in ways that feel consistent, inclusive and authentic.
Partnership helps us understand your child’s individual needs, interests, and strengths, so we can maintain consistency between your home environment, the school and the service. This promotes your child’s sense of security and stability. Regular updates, meetings, and communication through digital platforms, like the Jabiru Connect app, promotes family input and participation in programs, events and decision-making. It’s an important way for us to respect cultural diversity and incorporate your culture, traditions and preferences into our program.
We also build strong links with local community organisations and services to enrich children’s experiences and support their health, safety and wellbeing.

Quality Area 7: Governance and leadership.
Governance and leadership.
Strong leadership and effective governance, systems and processes support a continually improving workplace and learning environment.
Clear policies, accountability and a focus on continuous improvement all ensure your service and its staff operate efficiently and ethically, in compliance with regulations. With transparent and accountable management, you can be confident that your child’s best interests are the priority.
Our leadership team regularly reviews and improves our practices to ensure quality service delivery, actively seeking feedback through open communication with families and staff.
